What type of waveform is best for this type of effect?
What are your recos on a good dist. vst for this type of effect?
I tryed with PSP and cubases built in dist. vsts, but with no luck on gettting this type of effect.
Any tips?

I am not sure to understand what you need, but just play some simples notes like : http://perso.wanadoo.fr/TranceDevotion/OutbackFXs.mid
and don't forget to automate the filter cutoff freq..
You also can hold a note and just play with the cutoff to the extrems.
Try to turn off native V-Station effets and use external BandPass/HighPass filter , delay and reverb or others :
