Stock mustang gts, like 98 and older body style run low 15s. 99 and newer run mid 14s. I've beeten both in my 98 R/T. Also add to the list, last body style RX7 TT, WRX STI, 00 Mustang Cobra, and a bunch of older cars that looked like they'd be fast in the water box.
Any car can be fast if you modify it. Neons are factory high 15 second cars. A couple bolt on mods can get them into high 14s. Turbos can get them into the 12s easily. And heavily modified turbo cars can run 10s and be street legal. Len Ayala runs almost 30 lbs of boost (last I heard was 28).
Facts are facts, you opinions based on little knowledge of cars just makes other people who know whats up angry. | Wow, a modified car beating a stock one, who would have thought of that? I'm happy you've beaten a bunch of stock cars which with basic performance upgrades can rip your grocery getter in two I wasn't arguing that a car that runs 10's cannot be street legal, I was simply saying that a car that runs 10's cannot run 10's on the street and be legal at the same time, in fact it's likely that unless your bringing out the slicks and find a nice high traction surface (read: not possible) you won't be able to do it at all. 
Neon R/T's are listed as 16.10 s @ 87 mph with 150 hp stock where I looked That's a really far cry from fast and distant enough from a "98 and below" low 15 quarter time in a mustang gt. What exactly are you going to "bolt" onto a neon to shave off a second on your quarter time? A cold air intake?
Unless you are highly modified it's impossible you are taking "stock" WRX STIs and last gen rx-7's in your neon.
I don't see what's so impressive about killing 30 year old cars that are "slighty modified" in your brand new semi-performance vehicle. How do they build v-8's now?

Granted, your turboed neon is a bit faster than these but :
a.) Mustang GT motors aren't exactly the pinnacle of v-8 power. (although it could be equally conjectured that a neon isn't exactly the pinnacle of inline 4 powerplants) 
b.) It is naturally aspirated.
c.) Attach a supercharger and you can pretty much blow the doors off any neon with it. 
I never knew it was a hard concept to grasp that bigger is usually better Cars with double your displacement tend to be a bit faster you know, especially when they are carrying a minimal amount of extra curb weight
