but what are they "getting away with"? If you have repeat abusers...just don't serve them. Seriously, it must happen seldom enough that you'd get to know the person if they kept doing it.
You're under no legal obligation to serve anyone and have the right to refuse anyone's business (so long as there is no evidence of discrimination based on Charter protected freedoms).
The guy asking for the discount card is a seperate matter entirely...he stands to personally gain something by saving money. I see your frustration with someone exchanging a sub simply because they don't like it...but they really aren't *gaining* anything (other than pissing you off). So give them a sub instead of their money and cut your losses...they try to do it again, say no. They'll threaten to never come back. Good, because those type of customers cost you money. At least cut that loss the first or second time around before you ban them.

I think you're confusing two issues.
The person being banning stole something; the other was just an annoyance...

since the exchanged sub can't be resold...it's still costing Jayx1 the cost of the sub. Loss is loss, whether by theft or by waste.
I say ban them both

Or he could just save it until you drop by...

i'll only ban people for 2 reasons. Theft and abuse of my employees. Abuse consists of insults or derogatory comments about them personally. Otherwise, we are in business to serve everyone from assholes to nuns. Im not going to ban someone just for being difficult but i will refuse to be party to their scam games. if they are so bold as to reorder a different sub with said refunded money then the onus is on them to be bold enough to be such a jackass since everyone including the customers and employees would be watching. I dont think it would be the store looking bad in this case.
