You are quite right - Chirac is acting like a pompous and arrogant jerk. He hides behind humanitarian concerns, but each of his policies on foreign affairs can easily be attributed to French national interests or pampering to the anti-American elements in France (the left).
I had the good fortune of living and working in France during this summer, and can assure you that the average Jean-Pierre is not like his president. Actually, most French I met (mostly younger ones), were more concerned with criticizing France than the US. They fear that their language policy is undermining the France of the future, and are as frustrated over weird bureaucracy as us foreigners are perplexed by it.
I couldn't resist the temptation of asking one of my colleagues there why they voted for Chirac, when he is so clearly not like most of the French. He replied that it was the failings of the French that they never involved themselves until the catastrophy had occured: In the primary elections nobody bothered to vote but the extreme right, and it resulted in the choice between Le Pen and Chirac. Of course the French reacted with demonstrations, but that enthusiasm really ought to have been directed at the vote. So the end result is that Chirac is president.

They were a world power - it's just that it is some hundred years ago. They were the ones that helped you out in the war of independence (or war on independence as Bush calls it )

Chirac has a very very poor track record when it comes to acting ethically defensible in relation to the EU. His scolding of Poland and Bulgaria for having their own opinions was extremely disgusting. Similarly, his labelling of the Danish PM as a "creton" for allowing the press to follow the negotiation process during the EU expansion, was narrowminded and inexcusable.
The guy really makes my skin crawl
