That's definitely one of the worst problems on highways in Ontario... I'd like to see someone actually compile some stats on this, because I believe it's responsible for at least a quarter of the accidents and/or traffic jams on major highways.
Even worse than the people who simply merge at 60 are the people who drive at 60 over the entire merging lane, and only when the lane cuts off THEN they decide to merge at 60. Not only fucks up the highway traffic flow but also the on-ramp. Like I said, I'm fairly certain these specific idiots shoulder a lot of the responsibility for traffic jams.
To the rest of you: if your car can't perform in snow, then don't drive in it! I'm sorry, but "I have a shitbox" is not an excuse. I have a shitbox too, okay - I drive a fucking Corolla. Either take the friggin' bus or get yourself some snow tires and study your manual so you KNOW WHERE THE FUCKING ACCELERATOR IS. The speed limits we have are MEANT for bad conditions - even in the worst snowstorm you shouldn't be driving more than 10-15kph under the limit. And if your car can't handle that speed or the visibility is too poor to drive safely, then PULL THE FUCK OVER and either wait for the snow to stop or call a damn tow-truck.
"Defensive driving" does NOT mean "shift into neutral and let the traffic push you along".
