The lights in montreal are a bit strange. I think they change to a flashing green straight arrow for a few seconds so that pedestrians can get a head start before it turns to solid green and turns are then permitted.

yes, its almost always straight green arrow then plain green downtown so pedestrians get the priority (and block the intersection hehehe)
