Wasn't there a little something called the "National Energy Policy" which Trudeau started which advocated just this plan? It destroyed him in a subsequent election.
This plan would basically be asking Alberta to subsidize Ontario / central Canada. (I think we all know how highly the west thinks of central Canada as it currently stands!)
