just outta curiousity, how many other parts of the world have non privitization when it comes to liquor ? i'd like to know more ..

There hasn't been any evidence of this in privitized areas like Alberta and so forth. If the system is structured properly so that independent retailers will have their license to sell alcohol on the line if they sell to minors / intoxicated individuals, they should certainly be careful when it comes to who they sell to. After all, it will be their livelyhood which is on the line.
