Honestly, I think its less about that and more about wanting to have the upper hand and being in control -- and not exposed.
If you admit you like him, the balls now outta your court and in his. He knows you like him, but does he infact like YOU??!?!? This is whuat scares many chicks (and guys of course too)!
If you admit to your feelings to him or her, you feel like you've said I like you, but he or she may not say that, and that'll hurt... so ppl wanna try to protect themselves and only hint at it w/o actually saying it... they perceive this as somehow not opening themselves up as much because some mystery is left and they dont feel so exposed!! Feeling exposed and vulnerable is the key scary thing ppl usually always try to avoid!
Thats more likey why in this society ppl dont always (or usually) come right now and say it.
