Carte Blanche is pronouced "cart blonsh". The term "avoir carte blanche" means to have a free hand to do whatever you want... However, in this context, I believe it means 'white label'... as in a promo record which is has no markings on either side (this is according to one of my French friends who is a DJ).

The pronunciation sounds about right, but the other bit about 'carte' being spelled 'carté' is wrong. Unless this comes from a slang verb I don't know about, the word 'carté' doesn't exist! The only word I know that would sound like 'carté' is the word 'un carter' which can mean a few different things depending on context... none of which apply here.
