It is called DRC (dynamic range compression). High level FM stations use that to increase the volume of not so loud parts of a broadcast so that the whole broadcast has roughly one volume-level. That sounds more energetic at the end but you lose the almost silent parts. For dance music DRC is probably the "right thing(TM)" while it would be horrible for classical music...

and HUGE +1 to the Hybrid remix of Tears From The Moon. Totally owns Tiesto's remix and packs in some major emotion on top of the brilliant breaks. I can't wait to hear Hybrid's new album.
