What I've heard is that drinking warm drinks raises your body temperature, and so the difference between your body and outside temperatures is less, making you feel cooler.

When I go outside and it's -20, and cold wind is blowing in my face, making my lips crack and my face feel like someone is rubbing it with sandpaper, the thought that I could put on more layers is a lot less comforting than walking around in a light tshirt baking in the sun. Heat FTW. I don't even want to think about winter right now.
