No. Neither does Vegas. Those 2 cities are major tourist attractions so they need to be more lax on their public drinking laws than other cities. Moscow doesn't count either. That city has no laws.

As for New york, can you really walk down the street in Downtown NY with a beer in your hand without attracting attention from the cops?

I guess the reasoning behind this is fair.. however, who would want to take their drink to the washroom anyway?
I would go out of my way not to have to do this... washrooms in clubs are often just too gross and I'd rather not take something I'm about to consume in there with me

But I suppose it's nice to have this option if you can't finish your drink right away or if you don't have anyone to watch it for you.

I think this is a good step. However, I'm with most people here...if I have a drink I finish it before I go to the bathroom, or I'll have a friend watch it. I never leave drinks unattended.
