Pappa for sure, much more of a pioneer- still love his Nubreed comp!
Oh yeah, lots of DJs worked fucking hard, commercially however, i believe Infusion probably had the biggest worldwide influence. Countless releases and a quality full length. Chable did have a lot of influence, probably just different influence. Infusion, being a live act, attracts a much different/wider ranger of followers I believe- they can also be booked at much different venues/festivals.
I am by no means denying the impact those other artists had on the music itself, just saying Infusion probably had the most commercial impact on the world, similar to how the world viewed prog Argentina after Hernan Cattaneo. Granted he was 'first' butthere are lots of badass Djs out of there like Can Costa, Martin Garcia, Hernan Cebello etc who are very active and musically very influential yet don't have the widespread commercial career of cattaneo.
