Let's face it, hosting the Olympics isn't about sport - it hasn't been in 40 years! this is a very narrow vision of things where everything is calculated in $$.
You can't put a price tag on the constant world wide visibility of a city, there's no marketing plan that can buy you this.
You can't put a price tag on the stories and experiences that those "annoying" tourists and athletes will bring back home and tell their friends and relatives.
You can't put a price tag on the sportsmanship legacy that will stay with the young generation in Toronto, Ontario and Canada.
Or the sports infrastructures and others left for the city.
Do you get my drift?
It is something that every "world class" city should aspire to, and I know you guys in Toronto love to use that expression.
btw, the 76 games organization books were balanced, it was the construction of the olympic complex that went overbudget, the govt decided like any other infrastructure to pay it off on many years like you would when buying a house. They used the money coming from taxes on cigarettes, now that its paid off, the same money will be used to encourage kids to play sports and build sporting infrastructures.
