Both originated from gay scenes, if I recall correctly.

I don't think it has anything to do with homophobia. It's entirely down to the fact that it's difficult to sell dance music and the US is dominated by corporations. It's too big a place for niche scenes to ever grow any larger than that without the help of big business.

Yeah, you are correct and as for detroit-techno i know that they were some serious discrimanatory issues going-on as well. I remember reading an interview by Derrick May (the father of modern EDM?) in which he stated that some labels wouldn't sign his "techno" music, because in the label manager's words "black people shouldn't do this type of music". They were pushing him instead to do some typical hip-hop and rap, that's what according to the labes "black people should do". Very sad statements indeed. These situations have positively contributed to the underexposure of these specific genres, keeping them forever in the "underground" , with all the positive (artistic credibility and quality to the tunes) and negative (a decline in the development of the genre and overall scene) aspects that this implies.
