I've had cars towed from my private outdoor parking spot when I lived in those appartments accross Fairview Mall. The Police did come and ticket, and each time I requested towing, they made it clear to me that if there was any damage to the vehicle, I would be responsible for the damage on the vehicle I'm getting towed.

So in my case, the difference here is it's private property, instead of public.

Well - looks to be a 'trial' - in which case it looks like Adam Vaughan (now that he's won) will have to deal with this directly since the City of Toronto Act takes effect and issues like this will be decided by ward councillors rather than all of city council
