Pretty silly debate really considering this is seen in just about every other sector of music. If you cover a song, you are the artist - you performed it. You are not the composer, but that doesn't matter, the credit for the composition will be in the liner notes.
It's "Artist - Title", not "Composer - Title", and therein lies the difference.

A large percentage of music these days is sampled/covered, especially in the more popular mainstream genres.
Oh, and for the record, the following are not acceptable for appearing at the beginning of filenames in the format of %artist% - %title%:
techno
techno trance rave
abercrombie & fitch (yes, I have seen this one. Multiple times.)
