if you don't have insurance at all, it's a *minimum* fine of $5,000 and a max of $25,000 for the first offense.
if you can't provide proof of insurance when pulled over, but do have insurance, you just face a fine of up to $400.
but I think you're then required to provide proof of coverage within a certain period of time (24-28 hours?) at a police station or face additional charge(s)? I can't find the legislation on that point.
obviously this all holds true while doing your driving test if you're using your own vehicle.
remember, insurance is on the vehicle, not the person...so if you're using a driving school's car, they are responsible for ensuring coverage and having proof of coverage in the vehicle at all times. If you're using your own car, you are responsible for this.
