I can and do upload but its not like it used to be, only when i up something myself i get good speeds but if it's off another person or a random site uploading's a no go,the shift in speeds recently just makes me think, b/c like Makes Me egg said i've heard of ISP limiting bandwith.

That could be the case too. If it becomes a problem, trying switching to a different ISP or something like that. I find Rogers hasn't been that great lately.

Rogers now uses deep packet inspection to throttle p2p packets, mainly torrents. According to a source from Rogers, they don't actually throttle the speed, the just give torrents packets the lowest priority, but I think that's bullshit.
I've been using secureix VPN for a while, and torrents transfer faster with it, but I usually get disconnected from the VPN within the first few minutes to an hour.
The best solution is to switch to DSL.

The thing is, is that there are plenty of legitimate torrent sites out there. For example most Linux distributions are provided within torrents (I know Ubuntu does)

i was going to switch to them, but bell price matched their price so i stayed with bell. the only catch is that u have to buy a modem. but it doesnt have to be from them, it can be any used one. even if u do buy from them, the modem will pay for itself with the money u save each month.
if you go to the forums on dslreports.com, u'll find nothing back happy customers. they have great tech support and u'll actually get to talk to a person who knows wat they are doing. there are also pently of happy people who signed up with teksavvy on redflagdeals.com.
give them a call and see what your possible speed could be for dsl. if u live in thornhill, there is a CO there so u might get good speeds. they dont packetshape or block ports or any of that stuff like rogers does.

I don't think it matters. Cenik was just saying that cause I remember him saying he got caught by Rogers :P or something like that lol
I've had several friends who have received letters from Rogers in regards to something about illegally downloading or something, but I don't know if they have any hard proof.
The only proof they might have is huge bandwidth consumption, which i'm sure does stand out when you Download/upload 20gb-30gb of "academic files" a week.

If you check out the PeerGuardian forums (just google it) you will see that the use of PeerGuardian is highly recommended. The program, when activated, prevents 100,000s of known spying IPs from tracking your activity. For instance it blocks BayTSP (the company that bitched to Rogers about me). I highly recommend using it...it is not 100% (b/c nothing is) but IMO you ought to use it rather than not when downloading via torrents.
BTW, I think you should know that as of the beginning of this year UTorrent is no longer open source. This means that as a 'closed' program there is no way of knowing definitively what kind of tracking the program is doing of your downloads. Henceforth I suggest you use Azureus.
