was invalid in terms of traffic (though I certainly see the logic being true in say network bandwidth), but now it's been presented in terms that I can see by emc^2

I think emc's argument defeats it.

Can it be salvaged. I don't think without some significant initiative to counteract it (i.e. free rush hour transit). Oh well.

It's already about $45/day to park in manhattan - I thought that was enough incentive not to drive in. Well, if that plan were to be implemented, I can see it now - thousands (if not tens of thousands) of people jump on a public transportation because of traffic tax... This should be fun. I recall number of peak time trips on new york MTA system - not very pleasant by any means, esp. in hot summer. Now, increase your ridership by several thousand more riders per day and you have a formula for disaster. I don't think the MTA could deal with it efficiently. There'd be murders, no exaguration.
