At my Uni, you were allowed to have your mobile in the exam, but only if it was switched off and under your seat. If the phone rang during the exam, it was an instant fail and you were asked to leave immediately.
Saw it happen a couple of times too. Both times were girls, and they were pretty much dragged out of the room crying lol.
