I looked into this a bit more, and there are a few things worth clarifying here:

I heard about this a couple of months ago. The author of this article is making it sound like everyone in Ibiza Town wants this to happen, when in fact there have only been a couple of politicians that have recommended a 6am-6pm ban on clubbing. On the Ibiza Spotlight forum, there is a lot of skepticism that this will actually happen, even from people who live on the island and post the current political events on a regular basis.

Classic sensationalist journalism here. This is referring to a different ban that has already been put into place (as far as I know), which is the 6am-noon ban (which IMO is completely reasonable). This ban shouldn't really affect DC10 or Bora Bora at all since neither of them really get going until late afternoon anyway.
So don't fret yet. So far, it looks like the 6am-noon ban is in place, with the unlikely possibility of a 6am-6pm ban.

For those interested in the future of DC-10:
