Although True, this is not absolute - look at Kylie, waaaaay more famous that Imogen Heap, she can barely sing (and dance and act) but she's made a huge music career more from the aesthetics and her image.
Sadly, it was divulged by a major label chief A+R that if you want a record deal you have to already had some level of fame or had TV exposure, so you can see why people (again sadly) try to revert to other forms of self promotion.
