Max Payne was 3D Realms, I believe. They are owned by the same parent company as R*, Take-Two Interactive, though, so you weren't really that far off.
Can't believe I forgot about Manhunt, however it should be noted that this game has been nothing but trouble for the people at R*. Several lawsuits, it's original AO rating it received back during Summer 07 (which caused a 3 month delay that practically destroyed its sales potential and elongated the development process, financially hurting the entire company even more), and, in the end, lackluster sales, all did not contribute very many positives.
GTA4 is really R*'s saving grace. Obviously, it will be a smash-hit and will likely recoup the millions spent on development costs. The question is, will R* ever be able to make another franchise that will be anywhere near as successful?

I didn't really get to play it too much, but I have some friends who picked it up, so I did get to at least watch it in action. It had a very old-school flair to it that seems to be missing in a lot of today's games. Like you said, it was nothing really "new", but rather a retread to olden days of simplistic gaming when it wasn't about complicated storylines and confusing control schemes, but rather a few buttons and a whole lotta ass kicking.
