I dunno? The eco friendly part could be a way the promoters think to make it more 'accessable' politically? A way around having the government bitch about it being the kind of rave/parties they banned to begin with?
It's a good idea overall but I'm with Az and Desidel, advertising for it is crap, where are the headliners?? Co-operation is key for something like this imo.
