That's basically the same thing I do. The way I managed to get a bit better, at least in my eyes, was to not be afraid of doubling back or skipping pellets. My top priority is not getting cornered by the ghosts. Works for me I guess.

I usually lure them over by stopping (head towards a dead end then touch the key in the same direction) then grab a big dot and eat them up. Eating all the little dots imo is skill/experience in how fast you react to them coming at you.

You can try to lead them on and get them to bundle up, then take the powerup. If you eat all 5 ghosts in one quick go you get super duper points, and then you get free reign for a few seconds. Also, try to clean up one quarter at a time. If you run into trouble you go for the round thingy and clean up the area before moving on to the next one.
