Similar thing happened to me. Luckily it was a lady screener and, as the bulge continued to get larger, she let me go with just a warning and her phone number.

DHL some herb from canada 2 time's, worked without a problem. Could not pass up a good price on a half a pound, but didnt want to risk it doing it again. My friend shipped it in a server reck encoser, taped up the vents and it was good to go.
