Grab a windows cd/dvd from somewhere (download/borrow), run it from there, delete the existing partition, create a new partition on its place, and tell it to install Windows there.

I gave him a more suitable option than formating as too many have suggested. I really don't see the point if he just has a bad boot.ini file. Once I realized what I had to do, it took me 5minutes to make the disk.
