The proposed restrictions do not add much to what is already in place.
I recently went through the process of getting my license (yes, G1) after my license expired many moons ago and I was surprised at how the restrictions have changed since I was a teenager and got my license the first time.
This was alarming:

That said, I think the limited number of passengers is stupid, and instead of making it a no alcohol rule, I think the sentences should be tougher and I think there is a misconception that only having one drink means you are fine to drive. Restaurants serve larger than 4oz glasses, a pint is larger than the standard size beer according to the MOT, etc. Plus 1oz of alcohol affects a small teenage girl more than someone twice her size - but the campaign was always "you can have 1 drink." Better education and stiffer sentences are a better solution IMO.
