I didn't say they should be locked up. I said they should be fired and charged with whatever is appropriate under the law.
I could go around all day long mugging old ladies for their purse. Because "I can", while other people go out and work, doesn't in any way, shape or form justify that this behaviour exists or legitimize it as an alternative choice or put the onus on anyone else to change my behaviour.
your rationale is exactly what is wrong with society...i.e. people not being held accountable for their own choices and actions.
it's always someone else's fault, or someone else is also responsible, or ___________ mitigates the cirumstances, etc.
they broke the law, they should pay accordingly. it's is IN THE INTERESTS of educational institutions, employers, licensing bodies, etc. to confirm the credentials of applicants (no doubt their negligence is not to be swept under the rug), but 'accomplice' is a bit much.
negligence is indeed inexcusable...but it's still different than overt illegal behaviour.
