lol SOOO wrong. Baltika is a Russian beer that's bottled in St. Petersburg (Leningrad for you commies). The number system has nothing to do with strength - most fall in somewhere between 5.0 and 5.5 - instead it's based on color. lower numbers being the light and the higher you go (generally) the darker they get - the wheats and ales.
