It's true you don't, but I notice its tricky to find a balance. If I start something freehand and jam it out, it ends up good in that unique way but can lack that perfect form we expect from our western scale. Whereas if I start something with chords in mind, it sounds good musically, and is easier to work out, but it also seems to lack that personal creative touch.
That's just me of course.
