Drugs can be a passtime, active hobby, or daily activity.
The next moment. There can be ups and downs in life, sometimes even more so when drugs are involved.
Sure, afterall coffee, alchohol and nicotene are all drugs too, and they can be used in socially mitigatable activities where everyone doesn't end up dead or dying.
Someone I know died of cancer, lots of people die of cancer so it is hard to bring a direct connection to ones smoking habits with the potential of cancer, but it leaves one to wonder. None the less, it is hard to say how life would be for people if they never did drugs, it is just an impossibility to determine. People r people, but the thing is - what is the right way - if you leave it to the legislatures then it is fairly clear cut, if you leave it to the doctors, or judges etc.. people can have a hard time in life with or without drugs... especially if they are in poverty or a poor environment. Just because the drugs are removed doesn't mean all the other social issues like deserts famine, poverty and crime are removed also.
