Do alot of people use Sampler for drums? I'm checking it out, it does have that but seems to be only in the Filter/Global section, which does it to every sample. So you'd use a separate instance of Sampler for each individual drum?

Yep.

You could use drum rack which by default assigns each note one simpler, but you can right click on top of simpler and select "simpler->sampler."
