That's the problem... the restaurant gets their money no matter what, even if they were the ones who failed to do their job by way of ensuring the establishment is well staffed. The waitress who is just trying to make some money, maybe to pay for school or whatever, gets fucked at the end of the day because she didn't get paid fairly for the work she did by her employer, and because the business fucked up and didn't have enough waitresses, she didn't get paid by the customer either.
Why is the onus of performance being solely placed on the waitress, and the onus of paying the employees being placed on the customer? Restaurants need to fucking own up to what they should be doing - paying their employees fairly and making sure the business runs efficiently so that they can bring in more revenue. They get off by paying their employees shit pay, and it doesn't matter if they fuck up and are under-staffed sometimes because the customer has to pay for the food, the restaurant gets paid. The wait staff are the people who end up suffering.
In any other business, if the company fucks up and slacks on making sure there are employees, or quality product, it's the company (and rightfully so) that has to pay the consequences, not the employees. That's the way it should be.

If it takes an hour to even have your order taken, chances are the place was packed and they didn't have enough people working.
After having worked in the industry in a University city, I have witnessed far too many times the waitresses being over-worked because there just aren't enough people working and way too many people/tables to tend to.
We would go 8 hour shifts without breaks, without a chance to eat, and I would literally be dripping in sweat from rushing around trying to get to everybody. I even had my boss chase me into the bathroom to yell at me while I was peeing because there "just wasn't time for that"... mind you, she was a psycho bitch, but that's the kind of pressure wait staff is often under.
Then you get asshole people who think that you should lick their shoes clean and complain about every-fucking-thing they can think of. Or people who would ask you for 1 thing every time you came back, upping the amount of runs you needed to take by 100.
It is not an easy industry to be working in, especially if the business isn't pulling its end of the deal by making sure there are enough people working or that the food is quality etc. etc.
