The cop pulled them up for jay walking. In that respect alone, you can kind of assume he's a petty motherfucker, though that's beside the point.

Here, he has a couple of african-american jay walkers. If he pulls out the taser to put them down (despite the resistance), then given the USA's racial issues, it's going to be seen NO MATTER WHAT as unnecessary force, unless one of them was armed with something. The guy was, no doubt, thinking of his job, and trying to chill those bitches out.

Sadly, that didn't work out so well, since he decided to go for the old 'punch to the face' technique, while being recorded on video

USA needs some pepper-spray goodness. Instant chillout juice, and minus the violent electricity. Still plenty of screaming though, so it's a win/win situation
