it might be difficult to drive in new york, especially as an outsider, unfamiliar with the unspoken rules of the road there...but i'd say that on the whole, new york drivers are actually much better drivers than elsewhere in the country. you just need to recognize that if you want to change lanes, the last thing you do is signal. and you need to be able to drive aggressively or you won't ever get anywhere.
i'm here in LA now and LA drivers disgust me. when it starts drizzling outside traffic literally stops. and the freeways are just terrible - you get where you want to go a lot quicker if you never leave the right lane. the left lane seems to be the slowest most frequently. can't tell you how many times i've passed a guy on the right, looked over into his range rover and saw a guy typing away on two phones, maybe even a laptop. or a woman with big ugly sunglasses and a dog on her lap.
long story short. new yorkers know how to drive. people in LA don't.

Not necessarily. A New York co-worker of mine drives in between lanes. Even after I told him to stick to one lane, he said this is how we drive in New York.
San Diego gets pretty bad too. I've seen a guy reversing his car, from a parked position, onto the top of the parked car behind him. Granted this was in downtown around clubs/bars and I assumed he was drunk. Funny to watch nevertheless. Oh and he sped up and quickly drove away from the scene.

Both were regular sized four-door sedans. It was funny. He reversed really fast. The car was on top of the other car. He stopped. Looked around. Then changed to forward gear and peeled off.

- Anyone from the NYC metro area. Apparently they don't get that once you get out of the city, you don't need to blatantly tailgate people and jerk the wheel around.
- Any kid from Long Island. See above.
- Anyone with a modded car or riceburner. The typical kid wearing a backwards baseball cap and a little bit of facial hair. None of them know how to drive.

Though, they are actually pretty good drivers. If they weren't, they wouldn't survive in that environment.
Quite a lot of them don't, the death rates are appalling and only a 2nd to places like China.
Seatbelts, helmets, roadworthy certificates and airbags are for the weak, packing yourself, the wife, 2.5kids onto a 50cc Honda moped is where it's at. Until it all comes apart, (somewhat epically) inevitably connecting with an overloaded heavy vehicle or a 1970's copy of an even worse 1950's Morris made of tin with 8 people packed into it.
edit
Worst drivers really are young men between 18-30, not that they're grossly incompetent drivers compared to anyone else, its just they're complete bell-ends that do stupid things.
