It's a palliative effort - taxing plastic bags - but it's not intended to stop people from using them, altogether. It also provides a revenue stream. Shit. They tax the motherfuck, to the point of being exploitative, out of cigarettes here in MI. It absolutely has not deterred me from purchasing cigarettes though.
