I actually like it, but it needs a harder hip hop style bass and the words really don't go with the feel of the sample.

This is pretty common, especially in mixtapes.
I can't see what's the big deal, this is hip-hop, listen to some more mixtapes dude there are plenty of songs where the guy just raps over instrumental versions of well known tracks.

And sampling has always been a part of hiphop, hasn't it?
