I've used everything from discount Gillette knock-off's, to the the most recent Gillette ProGlide, and I've yet to come across any razor that fails to leave a reasonable amount of stubble afterwards. The only notable difference I've noticed is that the lower-end razors just leave more of it over time faster than the brand-name ones do.
It's not at all a problem, though, as I rather prefer a bit of stubble at all times, so I guess my razor's deficiencies are my gains.
