It appears to be true though, There are two reports by the Congressional Research Service that indicate he's right:

i myself am one of the borderline hypocritical "social smokers" ... i buy maybe 3 packs in a year and other times i feel like smoking i just ask people. i don't smoke often, but i'm not a nonsmoker. whether the packaging is blank, has pictures of a cancerous lung, or fucking rainbows and unicorns, people will smoke.

the logic behind the inevitability of people smoking is the same that i believe warrants the end of drug prohibition. consensual crimes (any act that does not harm the person or property of another) are completely absurd in a free society.

But people do know the risk, and mostly (at least the smokers I have known) judge the long term cost-benefit analysis to weigh heavily against continued smoking. Yet most of them do not stop.
