That's because the US alone spends more on military power than the next few countries combined... as a matter of fact, the US spends in just one year what China spends on half a decade and accounts for 41% of all investment in the world. It's only natural other countries wait for the world's military hyperpower before they do something, lest they pick the wrong side of the fight.
Take Germany, as Young-Hee said. It spends on its military roughly as much as India, but way less than China and Russia alone. Should Germany step forward and the US chicken out for whatever reason, it's a recipe for disaster.
