what should i put here?

Location: Aveiro

when u speak about adress, is it IP or my adress street? i can't understand how they can detect it.. they don't have electronic devices installed in the fiber optic, the modem won't be able to determine if it is moved, my OS will regain connection..

MAC adress is the one that identifies the modem, not the location..
i have a friend that lent his modem to a friend and works fine! about who pays the bill i don't know since they don't pass the limits..

Yes this is why, and more importantly, because the ISPs are too lazy to develop the proper software to equitably distribute shared bandwidth. I would never pay an ISP who capped bandwidth. Frankly, I'd rather just pay more and get an unshared connection anyway.
