Ok sorry to pull this one back up but this is IMO Tiesto's best ever set so I feel it needs more attention. I really don't know whether this is a dub mix of Seven Cities. I've played the Living Cities remix at all sorts of speeds and it doesn't sound that much like this tune. I've asked Solarstone and they said they've never heard of a V-One Dub Mix (might just mean they don't know about it especially if it's unreleased). That voice which I believe says "Infinite" towards the start might be a clue but I'm stumped.
I've finished collecting this set on vinyl now...well all except for this. Any help would be enormously appreciated.

No it's not on the Dead Cities EP (i.e. Dead Cities or Clouds In The Sky). And there's no reason why it has to have ben produced by V-One/L-Vee, in fact IMO it sounds nothing like his productions.
