So many people didn't end up going, that the guv was loosing money. They ended up not giving the designated comps to make up for the lost revenue.

ummm I bet guv was packed regardless. If special ticket prices existed on said night like there were last year when he didn't show, then the problem of revenue comes up. Hell, they probably saved a lot not having him in.
