No, this is treason. Read Article III Section 3 of the United States Constitution...
"Treason against the United States, shall consist only in levying War against them, or in adhering to their Enemies, giving them Aid and Comfort. No Person shall be convicted of Treason unless on the Testimony of two Witnesses to the same overt Act, or on Confession in open Court."
Now that you hopefully know what treason is as defined by the constitution, nobody in the Bush Administration, as of yet (bc you don't have any evidence), can be charged with treason. You'r more than welcome to work towards that goal or continue to pointlessly argue with me here over the internet.
