No shit, it's a regional forum. The purpose of a regional forum is for that region's residents to talk about local issues and the local scene. Just because you speak Russian/Polish/Danish or your parents came from a place where they speak it, does not mean that you'd have anything meaningful to contribute to a forum dedicated to Russia/Poland/Denmark.
If you want to speak another language, that's fine, you can do it in the forum which most relates to the topic you're actually discussing. The regional forums are about places, not culture.
So quit whining already.
