They look like strap ons to me, so that big black strip on her left shoe is probably just the end of the strap not tucked in well. The girl is like 4 feet tall though, so her feet are probably pretty tiny and it may be hard to 4 inch heels for her feet, so there'll probably be some extra space at the end anyway.
