Additionally, the fed debt is considered a component of the 7 trillion debt held by the public (a separate category from above), and, again the link provides:
"The Federal Reserve Banks (FRB) owned $1,114 billion of Federal Debt securities Held by the Public as of May 31, 2009."
I guess you're simply going to believe whatever you want.

seriously, i said your chart was probably accurate as of june 2008, but you are reading it incorrectly. intergovernmental debt is debt between US FEDERAL GOVERNMENT AGENCIES (for your own sake, just read the link and see my post immediately above this) and the treasury (e.g., a t-bill owned by the SSA), not the US federal government and foreign governments. When the fed is lumped in with other government agencies the debt owned by those agencies isn't magically owned by the fed (charts don't have that kind of power).
